Open Enrollment

During the open enrollment period, eligible employees may enroll as “new”, change plans, or add eligible family members who are currently not covered under the program as employees or dependents. Our benefit providers will be on site to address any questions you may have regarding your coverage and wellness tips.

Flexible Spending

Open Enrollment dates: September 24, 2012- November 23, 2012 for effective date of January 1, 2013.

There are 4 programs under the FSA Program umbrella: the Health Care Flexible Spending Account (HCFSA) Program, the Dependent Care Assistance (DeCAP) Program, the Medical Spending Conversion Health Benefits Buy-Out Waiver Program and the Medical Spending Conversion Premium Conversion Program. For the Plan Year 2013 FSA Brochure and Forms are available on the OLR Web site.

  • HCFSA and DeCAP require annual re-enrollment (even if there are no changes) to maintain coverage.
  • Current 2012 Participants (HCFSA & DeCAP) will receive 2013 re-enrollment packets to their address on our file.
  • MSC Health Benefits Buy-Out Waiver Program for 2013: Plan Year 2013 is automatic for current active participants unless the participants decide not to continue in the MSC Buy-Out Program for the Plan Year 2013.

Health Benefits

Open Enrollment dates: November 1, 2012 to November 30, 2012.Any changes made during the transfer period will be effective the first day of the first full pay period in January 2013.

Active eligible employees may make changes during the open enrollment period the following ways:

  • Health Plan-to- Health Plan changes can be done by completing an ERB 2000 City Health Insurance form and returning to the Human Resources Office in Room B-215 during the business hours of 9 am to 5 pm no later than 5:00 p.m. on November 30th, 2012.

PSC CUNY Welfare Fund

Open enrollment dates: November 1, 2012– November 30, 2012 with a January 1, 2013 effective date.

The PSC-CUNY Welfare Fund Transfer period is from November 1st through November 30th. During this period Fund participants and benefits-eligible employees may change their dental coverage between Guardian and DeltaCare USA.
