President Receives
Also Petitions for a
Representative
Local Government and Other Relief from
Spanish Customs.
Washington, Jan. 20.-
The Puerto Rican Commissioners now in Washington, Dr. Julio Henna,
Dr. Eugenio Maria de Hostos and Dr. Zeno y Candia, had an
interview with President McKinley today and presented petitions
praying for relief from Spanish laws and customs.
Among the petitions is
one praying for the appointment of a civil governor, either a
native of Puerto Rican or an American

who is able to speak
Spanish as well as English fluently; also for a legislative assembly
of fourteen representatives, two to be elected from each of the
different provinces of the island.
The Puerto Ricans also
ask for free trade with the United States; a complete revision of
the public school system of the Island.
The President stated
that it was his intention that the inhabitants of Puerto Rico should
enjoy as much liberty and privilege as American citizens.
