MAJOR DUTIES: 

This position is located in the Bureau of Financial Management and Policy. The incumbent serves as a team leader, responsible for leading multi-functional teams on multiple IT teams relating to the development and implementation of the Department's worldwide financial management systems. Provides daily oversight to Systems Analysts, Financial Management Analysts, or Systems Accountants. Develops detailed project plans, resource estimates, determines acquisition strategies, and manages all aspects of project execution. Coordinates with regional/functional bureaus, IRM, posts, and Financial Service Centers. Technical challenges include information security, development of Web-based financial applications, implementation and integration of COTS financial systems, and implementation of secure digital signature capabilities. Functional challenges include compliance with the Federal Financial Management Improvement Act (FFMIA), implementation of worldwide financial management standards, and accounting for all information needed for the production of financial statements and FACTS II. 


QUALIFICATION REQUIREMENTS: 

To qualify for this position applicants must possess at least one year of experience (at least equivalent to the GS-13 level in the Federal Service) integrating financial management system projects, including overseeing related planning and tracking, budget and financial plan preparation, justification, and contract management; providing direct technical supervision to the work of multi-functional teams in analyzing and assessing an organization's financial management requirements; developing project goals, objectives, and milestones in implementing effective financial systems interfaces; managing the development and implementation of functional management business area requirements such as payroll, disbursing, cash management, funds controls, and reporting; using state-of-the-art analytical techniques and tools in areas such as quantitative analysis, computer assisted systems engineering, and business process reengineering; and developing new approaches to existing management complexities concerning the implementation of automated and integrated financial management systems. 


TIME-IN-GRADE REQUIREMENTS: 

Applicants must have completed at least 52 weeks at the next lower grade-interval than the grade applying for in order to meet the time-in-grade requirement. Creditable service includes competitive and excepted service in General Schedule and other pay systems. Time-in-grade requirements do NOT apply to those applying under noncompetitive special appointing authorities or open competitive procedures; those applicants who have previously held the grade applying for under a nontemporary appointment in the competitive or excepted service; those applicants that have served in a non-General Schedule position continuously during the previous 52 weeks; and, those applicants whose General Schedule service during the previous 52 weeks has been totally under temporary appointment.

EVALUATION OF CANDIDATES: 

Candidates will be rated on the basis of relevant experience, education, 
training, performance appraisal, job-related awards, and knowledge, skills and abilities in accordance with the Department of State Merit Promotion Plan.  Applicants will be assigned a rating based on their applications and their responses to the occupational questions found in the Occupational Questionnaire section later in this announcement.
