Complaint Procedures

NC-SARA (National Council for State Authorization Reciprocity Agreements) impacts out of state distance education students with respect to consumer protection complaints. According to NC-SARA policies, only those complaints resulting from distance education courses, activities and operations provided by SARA-participating institutions (Hostos is a SARA-participating institution) to students in other SARA states (New York is a SARA state) come under the coverage of SARA.

The National Council for State Authorization Reciprocity Agreements (NC-SARA) is a private nonprofit organization [501(c)(3)] that helps expand students’ access to educational opportunities and ensure more efficient, consistent, and effective regulation of distance education programs.

Complaints about a SARA institution’s in-state operations are to be resolved under the state’s normal provisions, not those of SARA. At Hostos, this includes internal Student Complaint processes, and NYSED (New York State Education Department).

Student complaints relating to consumer protection laws offered under the terms and conditions of SARA must first be filed with the institution to seek resolution.

Hostos Community College ensures that all concerns and complaints of students are addressed fairly and are resolved promptly.
